Final Draft Made Public

In 2010, the St. Francisville Chamber of Commerce, as a body representative of its business and individual members, foresaw approaching modern-day challenges that would require a change in local government structure to better meet the evolving needs of the parish. In June of that year, the Chamber of Commerce placed a request before the West Feliciana Parish Police Jury to commission a study into the feasibility and practicality of developing a Home Rule Charter for the governance of West Feliciana Parish.

On May 8, 2012, the West Feliciana Parish Home Rule Charter Committee released the proposed final draft for the HRC document. The Committee plans to meet again on May 14th to finalize the draft, preparing it for presentation to the Police Jury for their approval. Next, the Police Jury will set a date for the public election.

What is commonly referred to as a “Home Rule Charter” is a system of government which is based on a document or “Charter”. The actual form or structure of the government is laid out in the document, but can take many different forms or structures. The most common structure in Louisiana is to have a Council and a Parish President, but that is not a requirement, and the power of each can be defined in the document or “Charter”. The Charter being designed for West Feliciana Parish is a Parish President/Council Form.
